Petroleum Ministry Unveils 3 Strategic Civil Defense Documents

TEHRAN, Nov. 1 (NIPNA) — Iran’s Ministry of Petroleum has released three new strategic documents aimed at strengthening civil defense and crisis management across the country’s oil industry, the ministry announced on Wednesday.


The documents were unveiled during a ceremony marking Civil Defense Week in the oil sector. They include: a performance evaluation guide for civil defense and crisis management, a guide for site selection and equipment of emergency operation centers (EOC), and a revised framework for civil defense and crisis management training.

According to the ministry, the first two documents were jointly signed and issued by Omid Shakeri, Deputy Petroleum Minister for Engineering, Research and Technology, and Mohammad-Mehdi Pouyandeh, acting head of the General Directorate for Civil Defense and Crisis Management. The training framework was updated and approved jointly by Shakeri and Sedigheh Khazaei, Deputy Minister for Management Development and Human Capital.

The move seeks to ensure consistency in implementing the Petroleum Ministry’s statutory duties and to institutionalize civil defense and crisis management activities throughout the sector. Under the new directives, all subsidiaries and affiliated organizations of the ministry are required to establish crisis management centers and align their operations with newly developed evaluation checklists.

Officials said the EOC Command Center Guide marks the first such framework to be prepared within Iran’s executive bodies and could serve as a model for other sectors. The revised training program is designed to foster a culture of civil defense and enhance the capabilities of experts and managers across the oil industry.
